兵团农牧团场人口聚集的现状、问题及对策研究

加快兵团城镇化进程,就必须解决农牧团场的人口聚集问题。该文通过人口普查数据和实地调研发现,兵团农牧团场人口聚集功能得到提高,人口呈现机械性增长,人口聚集依赖行政推动等特点。然而,农牧团场人口聚集面临一系列问题,如辐射能力有限、集聚人口素质不高、缺乏产业支撑、人口迁移成本不断提高和城镇管理准备不足等。解决这些问题就必须将农牧团场人口聚集作为一个系统工程来抓,稳步推进"行政主导"式人口聚集,通过"增收"加快人口聚集,实施"青年人口"迁移工程,创建"宜居"城镇,树立"管理团场"向"管理城镇"转换,借助"外力"带动人口聚集。

An Exploration on Present Situation,Problems and Countermeasures of Population Concentration on State Farms in XPCC

In order to accelerate the urbanization process of Xinjiang Production and Construction Corps(XPCC),we should first address the population problem on State Farms.By census data and investigation,we find that the function of population aggregation on State Farms has been improved,population presents a mechanical growth,population aggregation driven by administration.However,there exists a series of problems in population aggregation on State Farms,such as deficiency of radiation,poor quality of population concentration,lack of industrial support,increasing cost of population migration and lack of preparation of town management.In order to solve these problems,we should address population aggregation on State Farms as a systematic project,advancing administration-led population concentration steadily,speeding up population aggregation by income increase,implementing the project of "youth population migration project",creating livable city,shifting farm management to town management,driving population concentration with external force.
