| 摘 要： | 该文通过选取一系列反映体育公共服务水平的典型性指标构建指标体系,运用优化的TOPSIS方法对2009年8个西部民族地区省区的体育公共服务水平作出综合评价。结果显示:财力的非均等化仍然是实现西部民族地区体育公共服务均等化的最大障碍;群众体育组织和效果是影响体育公共服务均等化的主要因素;西部民族地区的体育公共服务均等化还处于较为低下的水平。为此,要继续加大国家对西部民族地区体育事业的投入,努力构建多元化体育公共服务供给体制。

| Abstract: | The paper chooses a series of typical indexes reflecting the level of public sports service and uses optimized TOPSIS to make comprehensive evaluation of the level of public sports service in 8 western minority regions in 2009.The paper thinks that financial unqualization is the biggest obstacle to the realization of the equal access to public sports facilities.Masses sports organizations and effects are the major factors that affect the equal access to sports public service.The equalization level of sports public service is low in western regions.Therefore,the paper suggests an enhanced investment in sports public facilities in the west so as to build a provision system of diversified sports public facilitie. |
