| 摘 要： | 新疆生产建设兵团棉花购销体制通过阶段性改革,不断完善和创新。但是随着棉花市场全球化的发展,兵团棉花购销体制存在的问题日趋明显,已经威胁到了兵团棉花产业(兵团棉花产量占我国总产的1/4)的安全。该文运用相关制度经济学理论,对兵团棉花购销体制改革过程中的政策演变进行分析,重点对各购销主体间的委托代理关系进行博弈论证,最后提出:兵团农业经营制度改革和购销市场竞争结构完善,是兵团棉花购销体制改革的关键所在。

| Abstract: | Since the establishment of the Xinjiang Production and Construction Corps（XPCC）in 1954, the cotton purchase and sale system in XPCC has made a continuous improvement and innovation through phased reform. However,with the globalization of the cotton market,the problem of the cotton purchase and sale system in XPCC becomes more and more acute,which has been a threat to the safety of China＇ s cotton industry. The paper analyzes the process of policy evolution with the theory of institution eco- nomics,focuses on the principal-agent relationship of the subject of purchase and sale,and then puts for- ward that exploring the reform of the agricultural management system in XPCC and speeding up completion of the purchase and sale competition structure is the key to the problem. |
