新疆产业结构与就业结构协调性及影响因素分析

该文利用1999-2010年数据,以产业结构偏离度和灰色关联度为工具,对新疆就业结构与产业结构的协调性作了实证分析,并进一步分析了二者不协调的深层次原因。结果表明:十余年来新疆就业结构与产业结构是不协调的,第一产业人口比重偏大,劳动生产率相对较低,存在大量需要转移的剩余劳动力;相反,具有相对较高劳动生产率的第二、三产业有吸纳就业的能力但就业不足。通过影响因素分析,发现新疆工业增长乏力、科技投入不均衡是影响新疆产业结构与就业结构协调性的重要因素。

A Study on the Coordination and Influencing Factors between the Industrial Structure and the Employment Structure in Xinjiang

This paper firstly makes an empirical analysis of the coordination of employment structure and industrial structure in Xinjiang based on the data from 1990 to 2010 by using industrial structure deviation degree and gray correlation degree as a tool,then analyzing the deep-seated reason for the inconsistence between them.The results show that the relationship between employment structure and industrial structure in Xinjiang is discordant.The population proportion of primary industry is too large while its labor productivity is relatively low,there is a lot of surplus labor to transfer;the second and third industry have a high labor productivity but a low rate of employment.The analysis results show that slow industrial growth and unbalanced investment of science and technology are the reasons that affect the coordination between employment structure and industrial structure in Xinjiang.
