| 摘 要： | 加强自主创新,催生生态化产业集群不仅有助于解决传统产业集群拥挤效应所导致资源短缺、环境污染等问题,而且对促进新疆经济又好又快发展具有重要的作用。该文通过对自主创新与生态化产业集群作用机理的论证,提出加强自主创新、催生新疆生态化产业集群,要以宏观层次的产业发展战略规划和制度安排为先导,以中观层次区域产业园区的建设、布局为主线,以微观层面的企业为单元,培育自觉构建生态产业集群的核心主体;建立自主创新的人才机制,培育创新型人才,改善集群生态经济结构,推动生态产业的发展。

| Abstract: | Strengthening independent innovation, accelerating to form eco-industrial clusters will not only solve the crowded cluster effect caused by the shortage of resources, environmental pollution and other issues, but also promote the good and fast economic development in Xinjiang. Through arguing the interaction mechanism between innovation and eco-industrial cluster ,the paper puts forward the specific countermeasures of building eco-industrial clusters in Xinjiang. |
