| 摘 要： | 地方精英是影响俄罗斯政治进程的重要因素。俄罗斯地方精英是苏联社会转型的结果,不同时期俄罗斯地方精英的构成不同。当前联邦中央对地方精英的治理理念已从放任转至限制。俄罗斯地方精英的未来发展取决于联邦精英的行为模式和地方精英之间的融合。
