“内卷化”基层政权组织与乡村治理

农村基层政权组织的本质是什么,其实践运行逻辑如何展开？围绕这些问题,学术界从乡镇政权的性质与运作,乡村关系与乡村权力结构、乡村自治与治理等方面进行了探讨。在此基础上,本文提出＂‘内卷化’基层政权组织＂这一核心概念,以此强调该组织社会服务、社会管理职能的退化,自利性、赢利性和掠夺性动机的增强。这进一步加剧了乡村社会秩序的混乱,导致农村公共服务的缺失。因此,当前农民面临的困境依然十分严峻,农村社会面临新的治理危机。

The Grass-roots Governing-Organizational "Involution" and Rural Governance

What is the nature of the grass-roots governing-organizations,and how do they expand their logic of practice？ Many scholars have done much research on these issues from the nature and operation of township government,town-rural relationship and power structure,and from the rural autonomy and governance.On this basis,the present writer advances a new core proposition of the grass-roots governing-organizational ＂involution＂.This proposition shows that the grass-roots governing-organizations have lost their functions of social services and social management,but their self-interest,profitability and predatory motives have been enhanced.Their behaviors make the rural society face the shortage of public services and social disorder.This situation indicates that the current difficulties that the farmers encounter are still very serious,and the rural society is facing a new crisis of governance.
