我国政府采购法律体制的缺陷及重构

围绕政府采购出价清单的多轮谈判预示着我国加入GPA的日期临近，我国现行政府采购体制的内在冲突以及与GPA的外围对接障碍都凸显重构政府采购法律体制的迫切需求。为了推进国际经济一体化，促进世界贸易的自由化，审视政府采购体制的缺陷，转变政府立法理念，以公平、正义、透明领衔各项采购制度设计，才能从根源上破除政府采购的困境，实现政府采购体制功能地有效发挥。

Defects of the Government Procurement Legal System in China and Its Reconstruction
