治警宜“德治”与“法治”并举

“德”、“法”具有共同的经济基础和价值取向，都起着调整人们行为的作用。在公安队伍管理中，“以德治警”与“依法治警”也具有共同的价值目的，都是为了加强公安队伍内部管理、使公安队伍适应新时期发展需要这一共同目的服务的，二者互补，有利于公安队伍内部管理长效机制的建立。

Police Should Be Governed by Both Moral and Legal Principles

Both ＂moraL＂ and ＂ legal＂ principles have common economic foundation and value orientation. They play the roles of adjusting people＇s behavior. In the management of public security members, ＂ governing the police by moral principles＂ and ＂governing them by legal principles＂ have the same purpose of value. They are both functional to strengthen the internal management so that the public security army can adapt themselves to the needs for latest development in the new period. Only when the two methods are combined with each other can the internal management mechanism of public security team be established effectively in the long run.
