发达资本主义国家农业生产关系的新变化及其启示

历史上，资本主义农业的发展道路是以农民被剥夺，农民与土地、土地的所有权与经营权的分离为前提的。然而，战后五十年代开始，发达资本主义国家农业生产关系出现了新的变化：一是土地所有权和经营权从分离趋向统一；二是家庭农场成为农业生产组织的主要形式。借鉴发达资本主义国家现代农业发展的经验，对我国农业生产关系作进一步的改革，赋予农民土地财产权，实现真正意义上的农户家庭经营，是发展农村生产力和新农村建设、解决“三农”问题的关键及制度基础。

New Change of Agricultural Production Relations in the Developed Countrysince the 1950s and Its Enlightenment

In the history, the path of capitalistic development in agriculture was based on the progress of the deprived farmers, the farmers and the land, the separation between the property rights and the rights to use the land. However, since the 1950s, agricultural production relations in the developed capitalist country have undertaken new change： first, the separation of the land ownership and the right of management tends to be replaced by unification; second, it is the family farm that becomes the main form of the agricultural production organization. Based on successful experience of the modern agricultural development in the developed capitalist country, reform has been made in agricultural production relations in our country. The farmers have been entrusted with the land property rights, and begun the real practice of farming with the family as an independent Unit. This is the key and the institutional foundation to develop agricultural productive forces and construct the new countryside. It is also the way to solve the problem of ＂three nong＂ （agriculture, farmer and the countryside）.
