印度科技人才培养及其启示

摘    要:印度科技的发展与其独具特色的科技人才培养模式有重大关系。政府重视,政策扶植;普及基础教育,发展高等教育;发展高技术产业,凝聚高科技人才;有的放矢,间接限制,减少人才外流;实行高薪,倾斜政策,吸引人才回国创业,是印度科技人才培养的主要特征。借鉴印度的科技人才队伍建设,对于进一步加强我国的科技人才队伍建设具有十分重要的意义。

Abstract:The development of science in India has intimate relations with its peculiar training mode of qualified personnel in science and technology.The main features in the training mode of qualified personnel in science and technology in India include the governmental emphasis and support,the popularization of basic education and the development of higher education,the development of high-tech industry and the absorption of high-tech personnel,having a definite object in view and indirect limitation to minimize the brain drain,practicing the system of high salary and the favoring policy to attract talented persons to return to the country to establish the business.It has crucial significance to borrow from the development of qualified personnel in science and technology in India to further emphasize the construction of the large number of qualified personnel in science and technology in China.
