| 摘 要： | 兴国、强军、振企、富民必须依靠科技。为探讨“科技—第一生产力”（或“科技驱导经济”）规律，对科技发展机制进行了分析研究，提出科技有其自身发展机制，又有发展动因，技术创新是科技一经济互动的良性循环形式；对科技的发展趋势进行了归纳，对发展我国科技事业有一定的参考价值。
