| 摘 要： | 我国公益性社会事业的治理仍是社会事业体制改革的焦点问题.市场经济体制下,政府要改变管办一体的社会事业治理模式,对国有社会事业组织要行使所有者职能,对所有社会事业组织行使管理者职能.为加强对事业单位的管理,有必要设立专门的具有较高权威性的社会事业治理机构.公益性社会事业组织要建立起以董事会或理事会为架构的法人治理结构,而营利性的事业单位要逐步实行改制和公司化治理.
