我国农村金融体系存在的问题及改革对策

当前,我国农村金融体系存在的突出问题是:金融资源长期净流出;农民贷款难极为普遍;农村金融机构功能不健全;金融产品和服务单一;农村金融市场竞争不充分;农业保险严重缺位。为此,提出如下政策建议:转变政府职能;构建多层次、多元化、相互补充、竞争合作的农村金融机构体系;建立农村信贷资金回流机制;深化农村信用社改革,培育真正的合作金融组织;实现农村正规金融和非正规金融的功能互补;大力发展农业保险。

On the Existent Problem and Reform Countermeasure of Country Financial System

At present the outstanding problems in our country financial system are as follows: serious outflow of country capital,difficulty in popularizing farmers' loans,incomplete functions in the financial organizations,singleness of financial products and service,single financial structure,low market efficiency in the country,lack of agricultural insurance seriously.Therefore,the following policies are suggested that more financial support should be given to the country,that we should establish multi-level,diversified,mutually complementing,competing and cooperating system of country financial organizations,that we should further the reforms of country credit unions and foster real cooperative financial organizations,that we should support and regulate the development of irregular finance in the country,and that we should develop agricultural insurance vigorously.
