市场经济条件下中央与地方关系刍议

市场经济条件下,既保证中央权威的相对集中,又能扩大地方自主权,必须理顺中央和地方的关系,明确二者的职能范围,为此,要改革行政区域的划分,转变政府职能;要实现事权划分法制化;要加强中央的权威性,同时扩大地方的自主权,使二者在经济社会发展过程中实现良性互动,以确保我国长期繁荣与稳定。

On the Relationship Between Central and Local Authorities Under the Circumstances of Market-oriented Economy

Under the circumstances of market-oriented economy, we must guarantee the relative centralism of central authority, enlarge the decision-making power of local authority, straighten out the relationship between central and local authorities and make clear the limits of both sides' functions and powers. Therefore, we should reform the division of administrative areas, change the government functions, realize the legality of the division of government affairs and authorities. In the meanwhile, central authority must be strengthened as well as the decision-making power of local authority must be enlarged so as to realize the virtuous circle of both sides in the course of economical social development, and eventually ensure a long-term prosperity and stability of our country.
