我国电子政策网络治理中的政府角色探析

对政府在电子政策网络治理中扮演的角色进行了探究。首先运用理想类型的研究方法构建电子政策网络的分类评价体系;然后辅之以现实中的案例,通过分类阐述政府在政府支配型、社群主导型和网络互动型电子政策网络中的角色和策略,总结归纳认为：政府仍然是电子政策网络的协调者、激励者、各行动主体最重要的合作伙伴。概而言之,政府在我国电子政策网络治理中承担着领航责任。

Study on the Role of Government in Electronic Policy Network of China

Policy network in the mechanism of mobilizing political forces in the background of political resources are scattered in various public sector and private sector.The rose of network governance policy provides an opportunity to redefine the role of government.The development of information and communication technology (ICT), as well as the popularity of the Internet, provides a new approach for the formation of policy networks-Electronic Policy Network.Combined with the specific cases in the reality of China to discuss the structure and relationships in three different types of Electronic Policy Network-government control, community domination and network interaction, one can see that government is still in the roll of steering in Electronic Policy Network.
