国外生态型政府构建的经验及其对我国的启示

我国生态危机的凸显促成了“生态型政府”研究范式的提出，但这一研究范式在我国尚处于起步阶段。而以美、德、日为代表的西方国家构建了各具特色的生态型政府之路：美国的市场调控型、德国的网络治理型及日本的法律监管型。为了实现人与自然和谐相处的基本目标并走出具有中国特色的生态型政府构建之路，必须积极有效地借鉴美、德、日的成功经验，努力从理论研究、组织机构、市场经济、网络治理和法律体系五方面探寻我国生态型政府的构建路径。

Experience of Abroad Ecological Government Construction and Its Enlightenment to China

The emerging ecological crisis has led to the study of“ecological government”, however this research paradigm in our nation is still in its beginning stage.In western developed nations such as the United States, Germany, and Japan, they have already made distinctive attempts in constructing ecological governments: the market balancing model in the United States, the network managing model in Germany and the law supervising model of Japan.In order to achieve the goal of harmony between human and nature, and find out a way to con-struct the ecological government with Chinese characteristics, it is necessary to learn from the successful experi-ence of the United States, Germany and Japan in order to construct the ecological government in China, with ef-forts in all five aspects including the theoretical study, organization, market economy, network management and legal systems.
