The management of the total budget in telecom enterprises based on MIS

The management of the total budget is a mechanism of management of enterprise resources.The management of the total budget aims to realize enterprises' target profits,and totally forecast production,cost,cash income and expenses so as to deploy enterprises resources efficiently and promote their long-term development.Combined with the main features of telecom industry and starting with the conception of the management of the total budget,this article points out the particular meaning of the implement ation of the management of the total budget in telecom industry.Because of the particular environment of telecom industry,the ways of implement and other reasons,this article also points out some existing problems in carrying out the management of the total budget. In the end,the article,with the successful example of Shandong prvincial Telecom Enterprise's implementing the management of the total budget,shows that for the telecom enterprise to implement the management of the total budget based on MIS(management information system) is not only the innovation of form,but also the innovation of management,which will become the steady foundation for telecom enterprises' long-term development.
