政府与网络舆情之关系的法理研究——以突发事件为视角

以西方经典国家和社会关系理论为理论基石，以我国经济社会发展现状为时代背景，探讨和构建政府（国家）和社会的理想关系，认为国家和社会的关系没有终极模式，要与现实政治的发展相和谐。二者的法理关系在逻辑结构上可以从目的、主体、客体、手段四方面分析。在此基础上，进一步从应然和实然两方面探讨政府与网络舆情的法理关系，为突发事件中网络舆情的政府管理和法律治理提供有力的理论指导。
