我国斜向府际关系初探

政府间关系步入网络化时代，斜向府际关系应运而生。斜向府际关系以中央部委及其垂直管理部门、中央直属机构和各级地方政府间关系为例，分析级别不同的跨部门行政机关之间、不同行政区域的地方政府之间关系。斜向府际关系旨在超越层级，营造动态网络交流环境，探析纵横交错、彼此渗透的多元地方政府和政府部门间关系；促进多元行政主体的良性互动，为多维节点的网络型府际关系探究做铺垫，实现后现代语境的多中心共治。

The Preliminary Explore on the Oblique Relationship among Chinese governments

The advent of a network era of the relationship among governments gives rise to the oblique intergov- ernmental relation,which,in this paper,takes for instance the relationship between the Central Ministries and Commissions and their vertical management,and the relationship between the Departments and Institutions Un- der the CPC Central Committee and local governments at all levels.The relationship among administrative au- thorities at different levels,and that between local governments in different areas is analyzed.Extended over ad- ministration hierarchies,the oblique intergovernmental relation aims to create a dynamic network communication environment through exploring the multi-interactive relationship between local governments and the central ad- ministration.Besides,the research facilitates a benign interaction among Administrative Bodies that play multi- ple roles and paves a way for the multidimensional network governments so as to realize the multi-governance of post-modern environment.
