| 摘 要： | 虚拟运营模式在欧洲大部分国家（如挪威、荷兰、芬兰等国）实行开放运营,但对于我国电信市场,虚拟运营如何对外资开放尚在探讨之中。对国外虚拟运营经验、开放效果、我国开放时机等方面进行分析,认为我国电信虚拟运营市场具有一定的开放条件,但在政府监管等政策、国内企业运营管理水平上还需进一步完善和提高。同时,指出了目前我国虚拟运营对外开放中存在的典型问题以及我国虚拟运营市场对外资开放的开放原则,并提出相关开放建议。

| Abstract: | This paper discusses whether virtual operation market should be opened in China and analyzed experience,effect,timing and other aspects of opening of foreign countries.The results show that virtual operation telecom market of China have met requirements of opening.However,the government regulation and the domestic enterprise management should be strengthened.Meanwhile,the paper points out the problems of national virtual operation market and makes suggestion related to opening. |
