| 摘 要： | 新闻的本源是事实,社会的变动产生信息,新闻和信息本身没有正负,只是对社会产生的效应既有积极作用也有破坏性作用.及时、真实地公开信息和报道新闻,可以使社会有望实现最小成本下的社会预期;将新闻冠以"正、负"不利于多种声音语境下的事实辨析,不利于使信息在媒体和社会公众的共同关注下去伪存真.承认并尊重受众的知情权,使政府与媒体保持一定距离,还信息传播于媒体,既是政府对解决问题充满信心的姿态,也是尊重和保障人权在大众传播中的具体体现.

| Abstract: | The source of news is facts,and information originates from social fluctuation.Neither positive nor negative are news and information themselves,which are destructive as well as positive to the social effects.Timely and realistic news reports contribute greatly to minimum-cost social expectations.Crowning news with "positive"or"negative"is disadvantageous to the discrimination of facts,and makes it difficuct to get rid of the false information and retain the true one.The acknowledgement and respect for the public being in the know,combined with the government keeping a certain distance from the media,would embody not only the government's attitude toward the solution,but also its respect and assurance for human rights in pubic media. |
