Minority Culture: Both Bottleneck and Driving force to Scientific Development in Western China

The development of socialism with Chinese characteristics is a historical process, which varies from first prosperity to common prosperity and from unbalance to gradual balance. After 10 years＇ hard work, the overall strategy for Western Development is developing both in scope and in depth, and it has developed from poverty reduction and incremental development which takes infrastructure construction as main driving force to the new stage of scientific development which takes national culture as main driving force.
