论地方基层政府公共服务均等化

我国的理论界对公共服务均等化论述比较多，但是对地方基层政府公共服务均等化的研究比较少，现有的公共服务均等化研究主要是局限在从城乡角度来研究，不能全面反映地方基层公共服务均等化的现状。正是基于这样一个背景对地方基层公共服务非均等化地从理论和实践两个方面进行探讨：首先从公共服务均等化定义着手，分析公共服务均等化的内涵以及它的意义，然后在此基础上从宏观和微观角度对地方基层公共服务均等化的现状进行分析，通过对比法、历史分析法、举例法，数据归纳分析等方法，提出一系列实现提高地方基层政府公共服务均等化的措施。

The Equalizaton of Public Services in Regional Basic Unit Government

There are many expositions about the equalization of public service but fewer systematic researches into the equalization of public services in regional basic unit government,and these researches are limited in villages and towns,which cannot fully reflect the actuality of the equalization of local public services.Against this background a probe into non-equalization of public services in regional basic unit government is conducted in aspects of theory and practice.Starting from the definition of the equalization of local public services,the connotations and singnificance of the equalization of public services are analysed.On this basis,the status quo of the equalization of public services are macroscopically and microscopically explicated and a series of measures to improve local public services are put forward by means of contrasting,historical analysis,exemplication and data analysis.
