| 摘 要： | 西部大开发是我国制定的发展战略，也是我国经济发展的又一启搏器。西部开发，人力资源开发必须先行，这是生产力发展的需要，也是西部大开发的需要。本文试对西部地区人力资源开发的现状进行分析，在此基础上，提出西部地区人力资源开发的相应措施，以期对西部大开发有所裨益。
