| 摘 要： | 应急服务供应链结构由服务供应商（政府协议企业）、服务集成商（政府应急管理机构）以及客户（灾区的群众和组织）三部分构成,而应急资源主要包括应急人力资源、应急物资资源、应急信息资源、应急技术资源、应急财力资源和应急时间资源.应急服务供应链的结构对应急资源的整合具有一定的影响,应急服务集成商直接影响应急资源的整合,应急服务供应商和客户对应急资源的整合是通过影响服务集成商的服务能力得到实现的.

| Abstract: | This paper discusses the influence of emergency service supply chain on the emergency resource integration. The chain of service supply is composed of government-authorized enterprises, government emergency management agencies, as well as citizens and organizations of the disaster-affected area. Emergency resources include human resources, supply resources, information resources, technology resources, financial resources and responding time resources. The structure of the emergency service supply chain is found to have an influence on the emergency resources integration. Based on this, the paper put up with a model of structural relationship and a series of theoretical assumptions and examine with empirical analysis, which verify the effectiveness and feasibility of models and research methods applied. |
