| 摘 要： | 文章简要回顾了20年来我国医疗保障制度改革发展的历程和主要成就，分析了建立可持续的筹资机制等需要深入研究8个方面的重大问题，定义了中国特色医疗保障制度的基本内涵，从提高医保的可持续性等5个方面，提出了16条具体的设想和建议。

| Abstract: | This article briefly retrospected the courses and main achievements of reform and development of medical security systems in China, analyzed 8 major problems those need to be further studied, such as establishment of continuable funding mechanism and etc., defined the basic meaning of medical security with Chinese characteristics. From 5 aspects of enhancing the continuity of medical security systems, presented 16 detailed plans and suggestions. |
