三级医院综合效益内涵界定和评价概述

三级医院在实现健康中国战略中有着重要的地位,评价其综合效益对政府、医院、患者三方有着重要意义。文章通过梳理政策文件和文献,结合三级医院功能定位,界定了三级医院综合效益内涵,并通过国内外医院综合效益评价,了解各国医院综合效益评价的侧重点、评价机构、评价结果的应用。发现我国综合效益评价尚处于起步阶段,缺乏专业权威的独立第三方评价机构,评价指标框架方面有待完善。文章对三级医院综合效益内涵的界定为下一步构建评价指标体系提供了理论基础。

Definition and evaluation of comprehensive benefit connotation in tertiary hospitals

It is significant to evaluate the tertiary hospitals comprehensive benefits to the government,hospitals and patients,due to their important role in China healthy strategy.In this article,firstly,the third?class hospital comprehensive benefits defined based on all kinds of policy documents and literatures,combining with the hospitals function.Furthermore,the benefits in different countries hospitals,including the emphasis of evaluation,the assessment organizations,the application of evaluation results were analyzed.Finally,we found that Chinese comprehensive benefit evaluation is still in its start?up step,because they lack of the authority and independent third evaluation agency and complete measurements framework.In this paper,the definition of the comprehensive benefit of the third?class hospitals provide theoretical basis for the next step of constructing evaluation system.
