| 摘 要： | 公共行政的民主化是政治民主化发展的必然结果,也是市场经济发展的内在要求.政务公开则是公共行政民主化的存在形式.从公共行政的两种基本理论即官僚制和民主制的比较来看,参与机制和程序化的秩序是公共行政民主化运作的基础和前提.

| Abstract: | Public administration democratization is a necessary result of politics democratization and also an internal requirement of market economy development. The opening of government affairs and administration is an existing form of the public administration democracy. From the view of bureaucratic and democratic systems, the order of participative management system and routinization is the foundation or premise of the democratic system operation for the public administration. |
