城中村向何处去——兼论进城农民工的住房权

城中村作为我国城市化过程中的特有现象，是农民工等城市外来常住人口的落脚之地。开放改革之初，由于正式住房市场短缺，进城的农民工不得不救助于非正式住房市场，城中村应时而生；进入20世纪90年代中后期，因为城中村本身的管理问题及其土地蕴藏的巨大级差地租，全国上下都陷入一场“赶超型”的城中村改造运动。而作为城中村居住主体的农民工，他们的住房权一直以来都没有得到足够的重视，最新的《国家新型城镇化规划（2014--2020年）》在坚持城中村改造方向的同时，制定了城镇常住人口保障房发展目标，但目标仍然偏低，这决定了城中村作为城市主要的廉租房市场仍将长期存在。

The migrant workers didn＇t get enough attention for their housing right. ＂The new national urbanization planning （2014--2020） ＂ insists on the direction of the urban village reconstruction, and at the same time establishes the housing development goals for permanent residents in cities and towns, but the target is still low, which determines the urban village as the city＇s main housing market will continue to exist for a long time.
