| 摘 要： | 结合国内外对创新能力评价的主要报告,对影响创新能力的主要因素进行了归纳与整理,运用OECD、NSF、WIPO等权威组织机构发布的数据,描述了中国创新能力的现状及存在的问题,提出了从转变价值导向,营造适宜创新的发展环境；构建创新合作平台,促进创新成果的转化；完善市场制度,激发创新主体的活力的三大对策建议。

| Abstract: | Combined with the main reports on the evaluation of innovation ability at home and abroad, this paper sums up and arranges the main factors affecting innovation ability, and applies the data released by authoritative organizations such as OECD, NSF, WIPO, etc. Describing the present situation and existing problems of China''s innovation ability, it puts forward the idea of creating a suitable environment for innovation by changing the value orientation, constructing innovation cooperation platform, to promote the transformation of innovation results; improving the market system, to stimulate the vitality of the innovation body. |
