延边地区农村贫困问题及其治理对策

近几年来,延边地区积极贯彻落实党在农村的各项政策,延边地区在农村扶贫开发工作中虽然取得了显著成绩,但仍然存在着很多问题。因此,要解决这些问题：一要更新观念,提高贫困人口的基本素质;二要继续组织开展科教扶贫,提高自我发展能力;三要加强贫困地区的基础设施建设,进一步改善农业生产条件和生态环境;四要进一步推进农业产业化扶贫;五要动员全社会力量参与扶贫开发。

Poverty Problems in Rural Areas of Yanbian and the Countermeasures

Though policies for the development of rural areas have been actively implemented and great achievements have been made to alleviate the poverty in Yanbian,some problems still exist at present.Ways to solve these problems include： 1.to liberate the minds and improve the basic quality of the poor;2.to ensure the alleviation with technical innovation and education so as to encourage the self-development of the poor;3.to strengthen the infrastructure construction and better the conditions for agricultural production and ecological environment;4.to enhance the role of agricultural industrialization in the poverty alleviation;5.to organize effectively the participation of social forces in the alleviation and development.
