| 摘 要： | 图们江下游地区比邻俄罗斯和朝鲜,在东北亚地区合作中具有重要的战略地位。随着图们江区域经济政治环境的改善和地区合作开发步伐的加快,以俄罗斯远东地区石油管道建设为契机,引进石油资源,建立能源加工、供应基地,建设千万吨炼化项目,对保障我国能源供应安全,促进东北亚区域合作与发展具有重要的战略意义。
