| 摘 要： | 国家级高新技术产业园区能够为高新技术产业开发提供平台，对于提高区域经济实力和国际竞争力具有重要的战略价值。有鉴于此，在国家积极应对全球性金融危机、力挺国内经济又好又快发展的进程中，必须深度透视国家级高新技术产业园区创建的时代背景，正确评价其发展的综合优势，科学定位其开发的先导功能，使之能够承担起国家使命和区域使命。

| Abstract: | National hi-tech industrial parks not only provide a platform for hi-tech industries, but also possess strategic values in promoting regional economy and strengthening international competitiveness. Based on a study of the planning background, a rational and scientific assessment of their comprehensive advantages and leading roles in development must be made so as to guarantee the parks to fulfill their missions in regional and national economic development. |
