行政成本是行政机关及其工作人员因行政权而获取的和在行政管理过程中所消耗的行政资源。我国行政成本运作中存在着一定的问题,原因是多方面的。因此,要想降低行政成本,必须转变政府职能,建立适度政府;精兵简政,建立廉价政府;引入竞争机制,优化成本结构,改革人事制度和财政预算制度。

The executive cost is the resources acquired by executive sector and its affiliated employees in exercising the authority and consumed in the process of government management. The composition of the executive cost in China is irrational and the reasons are manifold. Therefore, governments at all levels should transform their functions and be downsized by laying off redundant officials and departments and simplifying the management procedures. The competition must be introduced into the government management to oversee the optimization of the executive cost. Last but not least, the personnel and budgeting systems should be reformed.
