试论秦统一中国前后的工商管理政策

秦统一中国以前 ,采用了商鞅制定的抑工商政策 ,在国家干预下 ,有限度地发展商品经济。此举虽有以强权政治粗暴干涉社会经济发展之弊 ,但在战国这一特定的历史时期 ,却既可基本保证社会对商品的需求 ,又可促进农业的发展 ,在一定程度上促成了秦国的统一大业。秦统一中国以后 ,一些在客观上有利于工商业发展的措施 ,并没有真正落实 ,而因战争等的需要 ,抑工商政策再趋升级。秦皇朝倒行逆施的行为 ,极大地摧残了工商业的正常发展 ,加之其它因素 ,终使其走向灭亡

The Discussion of Industry and Commerce Management Policy of Qin Kingdom before and after Unified China

Before Qin unified China, the restricting policy of industry and commerce management development had been adopted that developed commerical economy in some degree under country intervention. In the period of Warring States, although this action had intervened the social economy development, the policy promoted agriculture development and ensured the quantities of commodities which promoted the Qin kingdom's unifying worker. The benefitting policy to the development of industry and commerce didn't come ture really after unifying China. For the war need, the restricting policy of industry and commerce development went even further in Qin dynasty. The Qin dynasty was doomed to perish because that the perverse acts had great damage to normal development of industry and commerce.
