和谐社会视野下的社会救助立法

贫困问题是影响人类生存与发展的重大问题,也是构建和谐社会面临的最严峻挑战之一。社会救助是人类应对贫困、维护社会稳定的重要制度安排,立法先行是世界各国建设社会救助制度的共同经验,完善社会救助立法是构建和谐社会的必然要求。然而,我国现行社会救助立法严重滞后于构建社会主义和谐社会的迫切需要,鉴于此,加快社会救助立法研究,成为和谐社会视野下面临的重大课题。

Social Assistance Legislation in Harmonious Societies

Poverty threatens man＇s existence and development severely,and it is also one of the most rigorous challenges in the process of constructing harmonious societies.Social helping is an important system arranged to assist people to eliminate poverty and maintain social stability.For countries all over the world,legislation in advance is a common practice for establishing the social assistance system.In addition,improving social helping legislation is a necessity to construct harmonious societies.But the current social helping legislation in China seriously lags behind the crying need of building a harmonious society.In view of this fact,quickening the research into social assistance legislation constitutes a major issue in building a harmonious society.
