| 摘 要： | 当前我国农村饮用水安全问题越来越严重，已经构成对社会主义新农村建设、和谐社会的构建及全面建设小康社会目标实现的严重威胁。我国应坚持环境公平与环境正义的基本理念和原则，对我国现有保障饮用水安全的法律体系进行反思与完善，制定一部统筹城乡饮用水安全的《饮用水安全保障法》，同时，构建和完善保障我国农村饮用水安全的执法体制和机制。

| Abstract: | Now the problem of drinking-water safety in rural area is getting worse and worse, and it poses serious threat to constructing the socialist new rural area, the harmonious society as well as our well-off society. We should cling to the basic notions and principles of equity and justice, reflect and perfect our existing law system on rural area drinking-water safety protection. In addition, a law should be established to protect drinking-watery safety in both urban and rural areas. Meanwhile, it is necessity to build and improve the law enforcement institutions and mechanisms on protecting the rural drinking-water safety in our country. |
