创新农地产权制度 促进二元经济结构转换

消除二元经济结构,从根本上说要实现中国社会经济的两个转变,一个是经济结构转变,提高农业生产效率;另一个是大部分农村劳动力转移到工业部门。然而,我国的经济发展与结构转型却陷入了现行土地制度运行的困境。因此,必须把土地资源配置效率的提高、农民收入增长作为农地产权制度创新的原则,实现土地资产的增值和效率化的配置,使农业发展、城市工业发展与剩余劳动力的消除构成经济发展中互为促进自我维持的过程,实现二元经济向一元经济的转换。

INNOVATING FARM LAND PROPERTY RIGHTS& ACCELERATING TRANSFORMATION OF DUAL-ECONOMIC STRUCTURE

Eliminating dual-economic structure demands basically realizing the transformation of social economy in two aspects:one is economic structure transformation,the other is rural labor removal.However,the economic development and structural transition in China has fallen into the dilemma of farm land property rights, which shows practical nihility of farm land's collective ownership and its deriving problems.Therefore, the principle of innovation of farm land property rights is to raise the efficiency of land allocation and increase farmer's income.By doing this, the agricultural development,industrial development and surplus labor elimination can form the mutual impetus process,transform dual-economy to single economy.
