| 摘 要： | 由国外社会保障制度及其内容论及我国社会保障制度的现状及存在的问题，说明在我国新旧体制转轨的关键时期建立适应我国经济发展的社会保障制度的重要性。针对我国社会保障现存的问题，从相关立法、社保基金的筹集及社会保障管理体制等方面提出一些改革建议。

| Abstract: | The paper discusses foreign social security system and its content as well as the status quo and the existing problems of China＇ s social security system. It then proves the importance of constructing the social security system that keeps abreast of the economic development of our country in the crucial period of China＇ s transition from an old system to a new one. It puts forward some proposals for reform in the light of the existing issues in the social security from such respects as legislation, social security funds and management structure. |
