| 摘 要： | 大学生就业排斥是在以市场为主导的就业模式中,大学生进入市场所处的长期失业或者临时的不安全就业或者从事的是"差"工作的状态.政府责任从最广意义上来看是指政府能够积极地对社会民众的需求做出回应,并采取积极的措施,公正、有效率地实现公众的需求和利益.作为对就业公平和降低风险需求的回应,政府责任体现在抑制大学生就业排斥的行动过程.
