| 摘 要： | 英国高等教育大众化政策取向兼顾数量扩充、公平入学和质量保障,具体政策表现为拓宽高等教育入学途径、通过有关文件鼓励扩招、扩大高等教育参与面、为学生提供助学金和贷款、建立高等教育质量保障体系等。但从总体上看,英国高等教育大众化仍然体现了精英主义价值观。

| Abstract: | The policy orientation of higher education popularization in the UK gives attention to number expansion,fair admission and quality assurance.The concrete policies are to widen the channels of higher education entrance,publish some documents to encourage expansion,expand higher education participation rates,provide grants and loans for students,and establish quality guarantee system of higher education.But all in all,the higher education popularization process in the UK reflects the values of elitism. |
