| 摘 要： | 近几年来 ,产业集群在地区乃至全球经济增长中起着越来越重要的作用 ,同时也极大地促进了企业技术创新能力的提高 ,集群规划成为 OECD各国公共政策的主流。本文对产业集群的原因进行了分析 ,阐述了 OECD各国产业集群政策的特点及一般原则 ,并对我国开展产业集群规划提出了建议。

| Abstract: | Clusters have been proved to be an effective organization form to enhance regional competitiveness,and this has caused the substitution of industrial policies by the cluster-based policies.Based on the experiences of OECD countries,the principles involved in making initiatives and policies are summarized.Some possible lessons for China to promote clusters have been discussed. |
