突发公共事件预警机制的体系构建

从社会学角度说,社会系统是比自然系统更具有复杂性、动态性、非线性、随机性和不可逆性的超复杂系统。建立健全预警体系和应急机制,是现代文明社会的一个重要标志。从国家战略高度来看,要建立健全应对突发公共事件的预警中心、预警决策分析机制、预警网络、制度法规以及民众自我保护机制等方面的预警体系,形成统一指挥、功能齐全、反应灵敏和运转高效的应急机制,提高保障公共安全和处置突发公共事件的能力。这是提高政府构建社会主义和谐社会能力的必然要求。

Systematic Construction of Forewarning Mechanism for Sudden Social Incidents

From the point of view of sociological angle,social system is an extremely complicated system that has more complexity,dynamic characteristics,non-linearity,randomicity and irreversibility than the natural system.Establishing and perfecting the forewarning system and emergency mechanism is an important mark of modern civilized society.According to the national strategy,we should establish and perfect the forewarning system from forewarning focus,analytic mechanism of forewarning strategy,network of forewarning,institutional regulation and self protecting mechanism of hoi polloi,which can be used to deal with public sudden incidences.And then we should form an emergency treatment mechanism with unitive command,complete functions,rapid response and high operating efficiency so as to improve and ensure the public security and the ability of dealing with public sudden incidences.This is a necessary requirement for improving the ability of the government to establish socialistic harmonious society.
