大学知识创新与组织变革

大学是知识创新的基本力量和战略高地。我国大学尚存在诸多不利于知识创新的组织因素,主要表现在:刚性的组织目标导致科研与教学之间的疏离,大学组织的综合创新能力不足;纵向“科层制”的组织结构削弱了大学组织的学术活力;破坏性的评价系统遏制了大学组织成员的创造潜力;“单位制”的传统孕育了狭隘性的组织氛围,难以形成知识创新的合力。大学知识创新的特性决定了对其组织创新的要求,大学组织创新的重点为促进知识开发,其效率标准是知识生产与创新的效率,因而行政权力的弱化、学术机制作用加强、管理的柔性化将是大学组织创新的取向。

Related Thinking on the Knowledge Innovation of Universities According to the Construction of Creative-type Nation

The university is the basic strength and strategic highland of the knowledge innovation.Chinese universities still contain many disadvantages to the knowledge innovation due to organizational factors: the rigid organization target causes the separation between research and teaching,and the university organization is poor in comprehensive creative ability;the organizational structure in a lengthways way of the "bureaucracy system" weakens the academic vitality;the destructive evaluation system suppresses the creation potential of university organization members;and the tradition of "unit system" conceives the narrow organization atmosphere so that it is hard to form the resultant force of knowledge innovation.The characteristics of knowledge innovation of the university determine the requirement of the organizational innovation.The key point is to promote the knowledge development,and its efficiency standard is the knowledge production and creative efficiency.As a result,the trend of the university organization innovation is to weaken the administration power,strengthen the academic mechanism function and adopt a flexible management.
