论行政法治

随着依法治国基本方略的贯彻实施 ,行政法治也成为一个极为重要的问题。行政权的日益发展 ,行政权力的腐蚀性特征 ,公民权利的有效保障等 ,要求行政法治。而行政法治是一项复杂的系统工程 ,既要有紧迫感 ,又要有长期奋斗的思想准备。本文认为主要要作好以下工作 :改进行政立法 ,制定良好的行政法律 ;把握法治形式价值 ,切实依法行政 ;完善监督机制 ,对行政权施行有效监督。

On The Rule of Legislative Administration

With the implementation of the fundamental policy of the rule of law,administrative legal rule has become one of the very important issues.The increasing development and the erosion feature of adminisrtative power,the effective guarantee of civil rights,ect.ask for the rule of law on administration.However,the rule of law on administration is a complicated systematic project which is fulfilled with a sense of urgency and long-term effort.This paper suggests some feasible concrete measures as follows:Administrative legislation must be improved to formulate good adminisrtative laws, the formal value of rule of law must be strictly executed by law adminisrtation;The supervision system must be perfected to make effective supervision.
