人力资本投资与地区经济协调发展

人力资本投资在地区经济协调发展中的作用在于:影响经济增长速度,进而影响地区差距;影响地区竞争优势,进而影响地区分工格局;影响落后地区贫困人口的脱贫及经济增长方式,从而影响社会的稳定和谐和可持续发展的实现。从人力资本投入总量及条件等方面看,东中西部人力资本投资情况存在较大差异,它影响了地区经济的协调发展。必须注重全局,制订人力资本投资规划;在强化区域投资中向人力资本投资倾斜;整合落后地区教育资源,加大中西部地区基础教育的投入,开放教育市场,引进外部资金,增强中西部地区人力资本积累能力;增加农村公共卫生特别是中西部农村的公共卫生投入,全面提升落后地区人力资本质量,促进地区经济协调发展。

Human capital displays important role in the local economy development in harmony,it affects the economy development rate,thus affects regional disparity;it affects the regional competitive predominance,and then affects regional division of labor pattern;it influences the impoverished people in poor areas escaping from poverty,and thus influence social stability and harmony;it influences the change of the way of economic growth,and then affects the realization of sustainable development.There exists big difference among eastern,middle and western China in investment of manpower capital,which has affected the development of regional economy.In order to strengthen the investment of the manpower capital,and make the development of regional development in harmony,we must make a systematic plan of investment of human resources,lay emphasis on the investment of manpower when strengthen the investment policy for less developing areas,increase the investment of education,in particular the elementary education investment in mid-west area;We should also use the education resources effectively,guide social fund to invest in manpower,and create good environment for workers,dispose the human capital reasonably;we should also make innovation of the system of finance and investment of human capital,open the market of education moderately,introduce exterior funds,and enhance the accumulation ability of manpower capital;we should increase the investment of public health in countryside,especially strengthen the public health investment in countryside of mid-west area,so as to promote the regional economic development in harmony.
