摘    要:制度变迁是体制改革中必然发生的事情。制度变迁中的绩效如何则直接影响改革方式和道路的选择以及最终结果。影响制度变迁绩效的因素很多 ,但制度结构及其互补性则是直接对制度变迁绩效产生决定性影响的因素之一。改革中某些制度变迁的实际效果与理论预期相差甚远 ,关键就在于任何制度都不是孤立存在的 ,各种制度之间的共生互补性决定了单个或局部的制度变迁是不可能在长期内不受制约而获得持续的绩效增长

Abstract:Institutional changes are bound to take place during the reform of systems, and the efficiency of these changes has a direct impact upon the eventual results as well as the choice of the means and way of reform. Among the factors that account for the efficiency of institutional changes are institutional structures and their mutual complementation. Sometimes, the actual efficiency turns out to be far from what has been expected in theory. The key point is that any one institution does not exist by itself. Because of the co-existence and mutual complementation of institutions, any one institutional change is unlikely to gain continuous, long-term increase of efficiency free of restrictions.
