Institutional changes are bound to take place during the reform of systems, and the efficiency of these changes has a direct impact upon the eventual results as well as the choice of the means and way of reform. Among the factors that account for the efficiency of institutional changes are institutional structures and their mutual complementation. Sometimes, the actual efficiency turns out to be far from what has been expected in theory. The key point is that any one institution does not exist by itself. Because of the co-existence and mutual complementation of institutions, any one institutional change is unlikely to gain continuous, long-term increase of efficiency free of restrictions.
