国际创新驱动能力评价指标体系及其对我国的借鉴

本文简要介绍具有公信力的国际评价机构ITIF＆amp;Kauffman、WEF、INSEAD的创新驱动能力评价指标体系，对我国与邻近的经济体包括日本、韩国、新加坡、香港地区、台湾地区等在创新驱动能力方面的表现进行比较分析。研究发现，我国在综合指标的表现上虽然落后邻近经济体，但在创新投入产出效率、科研政策等次级指标上的表现仍然具有相当强的竞争力。为此，本文建议我国在创新驱动政策制定的方向与举措上，能充分发挥我国的创新驱动发展的特点，通过借鉴国际评价指标体系构建适合我国国情的创新驱动发展指标体系。

The International Evaluation Index System of Innovation-Driven Capability and Its Referential Significance to China

With a brief introduction to the evaluation index systems of innovation -driven capability of international rating agen-cies with prominent credibility , such as ITIF＆amp;Kauffman , WEF and INSEAD , this paper compares the performance of innovation-driven capability of economic entities around China , including Japan, South Korea, Singapore, Hong Kong, and Taiwan.This study reveals that , the performance of China ’ s composite indexes all lags behind that of neighboring economies , while sub-inde-xes such as the input -output efficiency in innovation and scientific research policies have fairly strong competitiveness .Accord-ingly, the paper suggests that the orientations and measures of China ’ s innovation-driven policy making should take full advan-tage of the characteristics in China ’ s innovation-driven development , and construct the index system of innovation -driven de-velopment corresponding to China ’ s specific social conditions .
