金融安全呼唤投融资体制与银行业变革

我国银行业不佳的经营现状及其严重的不良债权问题潜伏着极大的金融风险,成为我国金融安全的极大隐患.本文认为,不良债权问题根本原因是我国不合理的产权制度下的投融资体制,应当通过国有产权分散人格化及国有产权营运人格化来建立合理的产权制度和高效的投融资体制,以控制银行、企业不良债权债务.同时,通过五大创新的金融改革,建立现代金融企业制度,从而达到化解和防范金融风险,保证金融安全运行的目的.

Financial Security Requires Reforming the System of Investing Capital and Banking

Potential financial risks exist in our banking mismanagement and the problem of its creditor's rights,which has become a serious hidden danger to the country's financial security.The article argues that the investing system under the irrational property right system has led to the problem of malign creditor's rights.Reforming ideas must be put forward,i.e.through discentualizing public property rights to establish a rational property right system and effective investing system and to curb the malign creditor's rights and debts.
